AREZZO – “Risorse poche, richieste tante. Le istituzioni aretine portino le istanze del comando PM anche nelle sedi regionali” Formazione, rinnovo delle uniformi e del servizio di prossimità, sono questi i tre punti fondamentali sui cui si sono concentrate le richieste di chiarimenti e di intervento contenute nella lettera che la FP Cisl Toscana ha indirizzato al presidente della Regione Toscana.
“La FP Cisl richiede urgentemente una riunione della Commissione Regionale per chiarire cosa di preciso deve andare nel regolamento, che si auspica vada approvato entro l’anno, per dare finalmente una parziale risposta agli oltre 4000 agenti di Polizia Municipale e Provinciale ed ai Guardia Parco troppo spesso dimenticati” – si legge nella nota della FP Cisl Toscana. In relazione al nuovo Regolamento regionale, che stenta ad essere approvato, si evidenziano varie criticità per le quali, anche secondo la FP Cisl aretina, è necessario un concreto cambio di passo. Ciò che è stato posto all’attenzione dalla lettera della FP Cisl Toscana riguarda anche il Comando PM di Arezzo, che attualmente conta circa 70 agenti di Polizia Municipale ad Arezzo, un numero giudicato dal Sindacato non congruo alle esigenze della città. “Da parte nostra vogliamo stimolare quanto più possibile una risposta da parte della Regione e delle istituzioni territoriali competenti spiega Luca Sarchini, delegato FP Cisl Arezzo per la Polizia Locale – perché anche da Arezzo possa arrivare un segnale affinché si torni ad investire maggiori risorse sugli agenti e sul Comando di Polizia Municipale. Tale richiesta di investimento – prosegue Sarchini – non è finalizzata solo a migliorare la qualità del lavoro, ma permetterebbe di mantenere alto il livello di sicurezza dei cittadini. Ad Arezzo solo 4 anni fa si contavano oltre 90 unità nel personale di Polizia Municipale, ad oggi siamo a circa 70 unità in attesa di una decina di nuovi ingressi. Un numero che risulta in ogni caso insufficiente a svolgere al meglio i servizi a cui il corpo di Polizia Municipale è chiamato”. C’è poi lo stallo dell’approvazione del nuovo regolamento sulle divise e gli strumenti di tutela, che se da un lato aggrava l’annoso problema delle forniture di vestiario (al momento sospese in attesa della decisione sulle nuove divise), dall’altro non offre le dovute tutele al personale impiegato in strada tutti i giorni ed esposto sempre più a notevoli rischi. Il regolamento, ricorda il sindacato, dovrebbe rendere omogenee in tutta la Regione le divise della polizia locale, gli indumenti, le dotazioni e i segni distintivi del grado, per garantire immediatamente l’identificazione degli agenti. Accanto a questo, FP Cisl porta l’attenzione anche sul tema dei corsi di formazione e del servizio di prossimità. “Per quanto riguarda la formazione – sottolinea ancora Sarchini – già difficile da programmare con le varie amministrazioni, basti pensare che spesso i lavoratori si vedono costretti ad impiegare il loro tempo libero ed i mezzi propri per recarsi anche fuori Regione per partecipare a corsi formativi e sopperire così alle carenze di una proposta formativa nel proprio territorio. Rileviamo una totale mancanza di programmazione. La scelta della Regione di non finanziare la Scuola interregionale Polizia Locale mette in seria difficoltà i vari Comandi. Dunque tale scuola resta ad ora solo una “scatola vuota”. Non ultimo in ordine di importanza chiediamo il rifinanziamento del progetto Polizia di prossimità da parte della Regione, servizio che andava a rinforzare un organico in difficoltà con le attività di cui occuparsi. Tale servizio era stato prorogato e ora risulta in scadenza. In definitiva – conclude Sarchini – è evidente come questa carenza di risorse strida con le sempre più incessanti richieste di servizi da parte delle amministrazioni locali e centrali. ”
