AREZZO – Si è svolto questa mattina presso gli Uffici del Servizio governo del territorio l’incontro pubblico per illustrare i contenuti della variante al piano strutturale e al piano operativo necessaria alla formazione del piano attuativo relativo all’area ex – scalo merci.
Un atto dovuto, in ottemperanza a quanto previsto dalla legge regionale, che ha offerto l’occasione per approfondire il progetto destinato a rigenerare lo spazio definito “terzo luogo”, e trasformare l’area in un quartiere moderno e funzionale, caratterizzato principalmente dall’edificio denominato “New Public Library”, da ampi spazi verdi e per il tempo libero, servizi alla cittadinanza e attività commerciali in grado di renderlo luogo di incontro e socializzazione per la comunità. Questa procedura amministrativa rappresenta il momento conclusivo di tutta una prima parte di lavoro iniziata con un protocollo d’intesa con FS Sistemi Urbani, proprietaria dell’area, per la composizione del tavolo tecnico che ha svolto la pianificazione di questa area da molti anni ormai dismessa e in stato di abbandono – ha detto il sindaco Alessandro Ghinelli. – Un progetto ambizioso destinato a trasformare Arezzo, dotandola di una infrastruttura in grado di qualificarla e proiettarla in una dimensione europea secondo il concetto del “terzo luogo”, ovvero di un luogo dedicato al tempo libero, creativo e diffuso, uno spazio urbano innovativo ed accogliente basato sulla comunità di quartiere e sul benessere dei fruitori”. “Questo progetto di riqualificazione urbana si attua attraverso l’individuazione di un’area di trasformazione volta a realizzare uno spazio nuovo e in grado di migliorare la relazione con i tessuti urbani circostanti, finalizzato a costituire una cerniera con altre aree strategiche quali il centro storico, l’area del Pionta, la stazione e l’area Baldaccio, e trasformarsi in un ambiente urbano caratterizzato dalla presenza di funzioni e servizi diversificati e complementari. Il progetto inserisce inoltre un’ampia fascia di verde destinata a fare da filtro con la ferrovia”, ha spiegato l’assessore Francesca Lucherini. Il piano attuativo dell’area di trasformazione si fonda sui seguenti indirizzi progettuali: – integrazione tra città e natura (inclusione): l’intervento è finalizzato alla realizzazione di un quartiere a zero emissioni per una migliore qualità della vita per i residenti, i turisti ed i viaggiatori; – coesistenza di funzioni diverse (uffici, commercio, servizi ed attività per il tempo libero e benessere): tutte le strutture e le attività sono incentrate sull’accoglienza, divertimento, svago e benessere psico-fisico; – pedonalizzazione dell’area: tutti i percorsi meccanizzati privati e le aree di sosta sono trasferiti al livello -1, realizzando in tal modo un ambito “car free” specificatamente destinato alla mobilità dolce. – percorso pedonale: all’interno dell’ambito di intervento si snoda un percorso di circa 500 m che attraversa giardini, aree attrezzate per il fitness e per il gioco dei bambini, aree pavimentate di sosta e chioschi commerciali ed unisce i luoghi strategici di progetto con quelli esistenti (stazione/terminal autobus/wellness/public library/Baldaccio); – realizzazione di una fascia verde di rispetto ferroviario di 30 metri da utilizzare come “eco-zone” ossia area di servizio ecosistemico verde di filtro con la ferrovia; – ricucitura delle aree urbane: grazie ad una rete di connessioni realizzate tramite il collegamento ciclopedonale con il parcheggio Baldaccio ed il collegamento con l’area del Pionta: gli spazi pubblici e le attrezzature esistenti sono messe in questo modo in relazione; nnuova localizzazione del terminal bus e razionalizzazione del servizio e della sosta dei mezzi del trasporto pubblico.
