A seguito del mancato accoglimento da parte del Commissario straordinario delle modifiche generali e puntuali al progetto di Anas relativo alle due bretelle di collegamento tra la Due Mari da una parte e il raccordo autostradale Arezzo-Battifolle e la Umbro-Casentinese dall’altra, proposte dall’amministrazione, modifiche che avevano come obiettivo quello di ridurre gli impatti ambientali sia in fase di cantierizzazione che in esercizio dell’opera, la Giunta questa mattina ha deciso all’unanimità di dare avvio a un nuovo ricorso al TAR Toscana per l’annullamento dell’ultimo atto emanato dal Commissario straordinario e relativo all’approvazione del progetto definitivo.
Ciò in completa osservanza di quanto previsto dall’atto di indirizzo già deliberato con una ampia maggioranza dal Consiglio comunale nell’ottobre 2023. Il Commissario straordinario malgrado i numerosi inviti dell’amministrazione, inviti supportati anche dalla Regione Toscana, non ha accolto le osservazioni avanzate dal Comune di Arezzo soprattutto quella di stralciare dal progetto la bretella di collegamento tra il raccordo autostradale e l’area di San Zeno, intervento molto impattante e pertanto da assoggettare a valutazione di impatto ambientale. Un ricorso che recepisce in pieno le istanze dei cittadini e dell’amministrazione e che invitava a una rivalutazione del progetto al fine di trovare una soluzione migliore e alternativa, anche in considerazione degli oggettivi cambiamenti in termini di urbanizzazione e antropizzazione avvenuti negli ultimi venti anni dalla data di approvazione del progetto. “L’atto assunto dal Commissario straordinario di approvazione del progetto definitivo – ha dichiarato il sindaco Alessandro Ghinelli – non ci scoraggia. La tutela del territorio e la salvaguardia dell’ambiente sono volontà della città, rappresentata dal Consiglio comunale. Per questo motivo, la Giunta ha deliberato all’unanimità di presentare un nuovo ricorso al TAR Toscana per l’annullamento dell’atto di approvazione del progetto definitivo. Riteniamo che le criticità da noi sollevate, relative all’impatto ambientale generato dal collegamento tra il raccordo autostradale a San Giuliano e l’area di San Zeno siano più che mai valide. L’amministrazione di Arezzo non è affatto contraria al completamento della Due Mari, opera infrastrutturale che il territorio aspetta da decenni, ma ritiene che la stessa debba essere realizzata nel migliore dei modi. Non possiamo ignorare le preoccupazioni dei cittadini e le mutate condizioni del territorio rispetto a vent’anni fa, quando il progetto fu approvato. Confidiamo che il TAR Toscana saprà ascoltare le nostre ragioni e riconoscere la necessità di soluzioni alternative, più rispettose dell’ambiente e delle esigenze della comunità”.
