Il bilancio dell’Associazione Radioamatori Italiani-Radiocomunicazioni di Emergenza (A.R.I.-R.E.) sezione di Città di Castello che ha realizzato un sistema unico in Italia di comunicazioni alternativo di emergenza ad altissima efficienza ed operatività, formato da una postazione ripetitrice dotata di ponti radio analogici e digitali, telecamere di videosorveglianza ambientale ed antincendio boschivo
Venti anni al servizio della comunità. L’Associazione Radioamatori Italiani-Radiocomunicazioni di Emergenza (A.R.I.-R.E.) sezione di Città di Castello, fin dalla sua fondazione ed iscrizione nell’Albo Regionale delle Associazioni di Volontariato di Protezione Civile, nel 2005, è stata sempre vicina e collaborativa con le figure istituzionali della Difesa Civile, Vigili del Fuoco e con le amministrazioni comunali dei comuni di Città di Castello e San Giustino. La funzione dell’ A.R.I.-R.E., che fa parte dell’ Associazione Radioamatori Italiani a livello nazionale, è quella di garantire una rete alternativa di comunicazioni di emergenza, al servizio delle Istituzioni, in caso di calamità naturali ed è formata da volontari tecnicamente preparati, che sono in possesso di patente di operatore di stazione di radioamatore rilasciata, dopo aver superato un esame, dal dipartimento delle Comunicazioni del Ministero delle Imprese e del made in Italy. I volontari della sezione di Città di Castello hanno operato su grandi calamità, una per tutte il terremoto aquilano del 2009 che li ha visti impegnati con l’associazione nazionale da aprile fino a fine emergenza nella gestione comunicativa di oltre cento campi base e otto C.O.M. Il servizio prestato durante quella calamità è valso, per la sezione di Città di Castello, l’assegnazione di una medaglia della protezione civile da parte del Ministero dell’ Interno. “Carichi di quella esperienza – precisa il Presidente, Massimo Paiardini – la stessa fu illustrata all’Amministrazione del nostro comune, dove si evidenziavano le criticità delle comunicazioni in territori con valli trasversali strette ed alte colline riportando la similitudine del territorio aquilano con quello altotiberino. Da qui nacque un progetto che portò alla realizzazione di un sistema di comunicazioni alternativo di emergenza ad altissima efficienza ed operatività, formato da una postazione ripetitrice dotata di ponti radio analogici e digitali, telecamere di videosorveglianza ambientale ed antincendio boschivo, un vero vanto per l’amministrazione e motivo di orgoglio per l’associazione. Di questo progetto ne abbiamo parlato anche con i responsabili ARI della sezione di Brescia, manutentori di Brescia Network , il server al quale verrà agganciato il nostro ponte radio. Sono rimasti molto colpiti ed interessati ed hanno voluto sapere tutti i particolari del progetto realizzato poiché, come ci hanno ribadito, trattasi di un sistema praticamente fra i primi in Italia”. L’A.R.I.-R.E., attraverso una convenzione stipulata con il Comune di Città di Castello, è mandataria della gestione e manutenzione della postazione ripetitrice nonché della sala operativa del Centro Operativo Comunale (C.O.C.) e di un eventuale Centro Operativo Misto (C.O.M.). Inoltre, la sede dell’associazione presso la cittadella dell’Emergenza è fornita di una sala operativa radioamatoriale a disposizione delle autorità in caso di grandi calamità. Grazie al contributo che il comune riconosce all’Associazione per il suo servizio, i volontari hanno da poco acquistato e reso operativa una nuovissima apparecchiatura costituita da un ponte radio analogico-digitale DMR che dà la possibilità di due comunicazioni simultanee indipendenti sullo stesso canale radio, raddoppiando così la possibilità di comunicazione. Il ponte radio è connesso attraverso un link internet a Brescia Network e da li alla rete BrandMeister, che è una rete di ripetitori radioamatoriali dislocata su tutto il pianeta e che permette comunicazioni a livello globale senza difficoltà. Questa apparecchiatura sarà utilissima per comunicare con colonne mobili in movimento lontane anche centinaia di chilometri, con altre sale operative sparse sul territorio nazionale e chiamate di soccorso da qualsiasi parte d’Italia e del mondo. Inoltre, il sistema permetterà di visualizzare in tempo reale, sul sito aprs.fi, la posizione dei mezzi di soccorso o in pattugliamento sul territorio, ovunque essi si trovino. I terminali radio, infatti, sono dotati di ricevitori GPS e trasmettono ad intervalli regolari, o comandati dagli operatori, la propria posizione alla stazione ripetitrice che poi instrada il messaggio al sito sopra citato. Il presidente dell’associazione, Massimo Paiardini, insieme a numerosi volontari, ha presentato e descritto il nuovo sistema agli assessori comunali alla Protezione Civile, Benedetta Calagreti e alla Polizia Locale, Rodolfo Braccalenti e ai responsabili della protezione civile del comune di Città di Castello, Alessandro Dolciami e responsabile sala Ced e Radiocomunicazioni, Michele Burzicchi i quali sono rimasti colpiti dalle potenzialità del nuovo ponte radio, si sono complimentati per il livello di operatività dell’associazione e rinnovato il proprio appoggio e fiducia da parte dell’amministrazione comunale. La sezione organizza dei corsi annuali di preparazione agli esami per il conseguimento della patente di operatore di stazione di radioamatore.
