Il sindaco Secondi risponde in Consiglio comunale all’interrogazione di Brunelli (PD) sulla diga di Montedoglio: “Nessuna preclusione all’utilizzo in soccorso del Lago Trasimeno, purché ci sia un beneficio tariffario per l’approvvigionamento idrico degli agricoltori di Città di Castello e dell’Altotevere”
“Nessuna preclusione all’utilizzo delle acque della diga di Montedoglio in soccorso del Lago Trasimeno, purché ci sia un beneficio tariffario per l’approvvigionamento idrico degli agricoltori di Città di Castello e dell’Altotevere”. E’ il concetto che ha espresso in consiglio comunale il sindaco Luca Secondi, rispondendo all’interrogazione del consigliere del PD Roberto Brunelli sulle problematiche relative alle tariffe dell’acqua dell’invaso per uso irriguo e sulle iniziative dell’Amministrazione comunale per il loro superamento. Il primo cittadino ha spiegato: “Nel nostro territorio abbiamo il problema del costo dell’acqua, ma non abbiamo il problema dell’acqua”. “In passato ci sono state anche polemiche sulla sua utilità, ma la diga di Montedoglio – ha proseguito Secondi – è stata fondamentale negli anni sia a supporto del mondo dell’agricoltura che per affrontare crisi idriche, garantire l’equilibro ambientale del fiume Tevere e anche contenere il rischio di piene ed alluvioni. Montedoglio è imprescindibile perché ha una funzione estremamente importante pure per gli altri territori dell’Umbria nei quali la sua acqua viene distribuita, anche per uso idropotabile, come accade nel caso di Perugia, grazie all’impianto di Citerna. Il fatto è che c’è un ente gestore, l’Eaut, e un ente distributore, Afor, e questo doppio passaggio in Umbria comporta un costo estremamente importante a carico degli agricoltori. Ecco perché – ha puntualizzato il sindaco – come amministrazione comunale ci siamo attivati per chiedere di contenere questi costi fin dall’incontro con il nuovo assessore regionale Simona Meloni, che ha scelto Città di Castello per la prima tappa di un giro di confronto con le comunità agricole locali e le associazioni di categoria. Non siamo contro l’aiuto a un altro territorio, non siamo contro il soccorso ambientale al Lago Trasimeno, ma difendiamo le prerogative del nostro territorio e fra le prerogative prioritarie del nostro territorio c’è quella di garantire il settore agricolo. Questo intervento di soccorso avrà un costo aggiuntivo, che rischia di aumentare ancora tariffe dell’acqua e aggravare la situazione del nostro territorio: crediamo pertanto che un eventuale intervento rivolto al Lago Trasimeno andrebbe rimborsato, in modo da abbattere i costi fissi eccessivi per gli agricoltori dell’Altotevere”. Brunelli aveva segnalato come “da tempo gli agricoltori del nostro territorio abbiano sollevato la questione delle tariffe dell’acqua di Montedoglio, ritenute troppo elevate e penalizzanti rispetto a quelle applicate in Toscana”. “Esiste una disparità di tariffe tra Umbria e Toscana per l’acqua di Montedoglio, con gli agricoltori umbri che pagano un costo al metro cubo superiore di circa 10 centesimi rispetto ai loro colleghi toscani”, aveva spiegato il consigliere di maggioranza, aggiungendo: “tale disparità di tariffe incide negativamente sulla competitività delle aziende agricole del nostro territorio e le cause sono state individuate, tra l’altro, nei maggiori costi energetici per il ripompaggio dell’acqua in Umbria e nei costi di manutenzione della rete”. Nel chiedere quale fosse “la posizione dell’Amministrazione comunale in merito alla problematica delle tariffe dell’acqua di Montedoglio e alla disparità esistente tra Umbria e Toscana”, Brunelli aveva espresso l’esigenza di sapere quali iniziative intendesse intraprendere l’esecutivo tifernate, nei limiti delle proprie competenze, “per sostenere le richieste degli agricoltori dell’Altotevere e per sollecitare un intervento della Regione Umbria e degli altri enti competenti (Afor, Eaut) al fine di pervenire ad un’equiparazione delle tariffe e ad una riduzione dei costi per gli agricoltori umbri”. “E’ molto importante che la nostra Amministrazione comunale presti molta attenzione alla situazione dei costi dell’acqua e speriamo si possa avere questo abbassamenti dei costi per gli agricoltori”, ha concluso Brunelli dopo aver ascoltato il sindaco.
