Con una mozione, i consiglieri comunali Tommaso Campagni (FI), Elda Rossi e Riccardo Leveque (FDI), Roberto Marinelli (Lista Civica Marinelli Sindaco), Valerio Mancini (Lega) e Andrea Lignani Marchesani (Castello Civica) chiedono all’assemblea elettiva di Città di Castello di impegnare il sindaco Luca Secondi e la giunta a “predisporre un piano triennale per l’acquisto dei defibrillatori semiautomatici esterni (Dae), manichini per esercitazioni (Mini Anne), corsi formazione e di aggiornamento nel rispetto della legge 116/2023, per coprire il fabbisogno di tutti gli edifici pubblici, delle scuole primarie, delle palestre, delle stazioni ad alto movimento di persone”. Gli esponenti della minoranza chiedono, inoltre, che l’esecutivo comunale comunichi al Centro operativo regionale del 118 “la dislocazione dei presunti 60 dispositivi Dae per la pubblicazione sul sito http/www.118 perugia.it” e promuova “corsi a dipendenti, personale sanitario, civili, indirizzati all’uso dei dispositivi Dae per la rianimazione, arresto cardiaco, fibrillazione ventricolare, aritmia, tachicardia ventricolare o altre alterazioni della frequenza cardiaca”. La mozione punta inoltre a fare in modo che il consiglio comunale impegni sindaco e giunta ad “attivare corsi di aggiornamento biennali, così come previsto dalla legge, per coloro che hanno l’attestato per l’utilizzo dei dispositivi in scadenza” e a “dare incarico a al personale dipendente qualificato o, in alternativa, a soggetti terzi come associazioni e operatori del settore, di provvedere al controllo dell’efficienza dei dispositivi Dae, verificando il corretto funzionamento, ma gestendo anche la mappatura dei dispositivi e monitorando le scadenze del personale formato”. Richiamando i contenuti della legge 116/2023 e gli obblighi per le pubbliche amministrazioni, i consiglieri firmatari del documento ricordano come l’amministrazione comunale tifernate abbia risposto a una precedente interrogazione segnalando la presenza di circa 100 Dae nel territorio e preannunciando la predisposizione di un link sul sito istituzionale per mappare tutti i dispositivi Dae. “Nella sezione della trasparenza del portale web del Comune non si trova facile accesso al link per gli eventuali dati e aggiornamenti dei defibrillatori acquistati e dei luoghi di installazione”, rilevano i rappresentanti di FI, FDI, Lista Civica Marinelli Sindaco, Lega e Castello Civica, che parlano di “inadempienza nell’applicazione delle normative in materia dei dispositivi Dae nella maggior parte degli edifici pubblici, scolastici, dei luoghi ricreativi e delle palestre, in quelli di sosta di trasporti e ferrovie”. “Manca anche la formazione del personale pubblico e privato per l’utilizzo dei Dae, proseguono gli autori della mozione, evidenziando che “dall’entrata in vigore della legge 116 i bilanci dal 2019 al 2025 e il bilancio 2025-2027 non riportino l’acquisto di materiale sanitario Dae, spese per i corsi di formazione e corsi di aggiornamento”. “Nel portale di Federsanità Umbria, citato in consiglio comunale, non vi sono segnalazioni da parte di questa amministrazione della mappatura dei dispositivi Dae, ma troviamo riscontro sul portale regionale 118, evidenziando la carenza di questa amministrazione nel comunicare dati e luoghi”, aggiungono i consiglieri di minoranza. In considerazione del fatto che le informazioni disponibili non permettono di ricostruire l’effettiva consistenza della presenza dei defibrillatori presenti nel territorio, per Campagni, Rossi, Leveque, Marinelli, Mancini e Lignani Marchesani è necessario che l’amministrazione comunale faccia chiarezza, sia sull’effettivo numero di dispositivi, sia sulle azioni che intende intraprendere.
