“Dopo la conferenza stampa del 15 maggio tenuta dall’assessore e dal responsabile unico del procedimento e dopo la risposta scritta del 27 maggio ricevuta alla mia interrogazione presentata un mese prima in Consiglio Comunale, i dubbi sulla gestione del contratto e le preoccupazioni per l’andamento dei lavori, delle tempistiche e dei costi che abbiamo più volte sollevato, rimangono, anzi aumentano. Il comitato e i cittadini tutti devono essere correttamente informati sulla gestione di questo progetto e sulle incertezze che gravano su di esso ed è quello che noi stiamo facendo. La spesa dell’opera passata in sette anni da 3 a 11 milioni di euro, l’inefficienza dimostrata nella realizzazione della stessa, l’incapacità di coinvolgere i cittadini residenti e i gli operatori economici sono i segnali più evidenti di un fallimento che dovrebbe portare l’assessore Sacchetti e fare un passo indietro”.
Così Francesco Romizi, capogruppo consiliare di Arezzo 2020 – Per cambiare a Sinistra, introduce il tema dei lavori di via Fiorentina, affiancato da Franco Dringoli e Roberto Barone.
“In quella conferenza stampa è stato dichiarato che il progetto era completo e inoltre verificato e validato. Non è esattamente così: temiamo che il progetto non sia completo in quanto verosimilmente il nuovo progetto strutturale, autorizzato dal Genio Civile, non sia integrato con quello stradale; che tra l’altro entrambi potrebbero essere già singolarmente affetti da errori e lacune. Il progetto non è stato verificato e validato come affermato dall’assessore in conferenza stampa a specifica domanda: è tuttora in corso, com’è costretta invece ad ammettere la responsabile del procedimento nella risposta fornita. È questo un passaggio importante previsto per legge dal codice degli appalti, finalizzato ad accertare la conformità dell’intero progetto alle necessità funzionali, prestazionali, normative e tecniche dell’opera, prima di approvare la perizia e di intraprendere i lavori.
Per questi motivi il rischio è che si possa poi scoprire nel seguito che il progetto stradale sia da modificare per renderlo in sintonia con quello strutturale, i cui lavori sono iniziati, con ciò che ne conseguirebbe in termini di varianti con ulteriori tempi e costi. Conseguenza è che all’impresa è stata ordinata una ripresa parziale dei lavori, limitata infatti alla sola prima fase, la parte strutturale. Prima fase che tra l’altro l’assessore ne dichiarava il termine per la fine di quest’anno, smentito anche qui dal r.u.p. che invece per iscritto dichiara il termine del 26 febbraio 2026 come da consegna lavori. Intanto l’impresa ha accettato con riserva (che prelude a una richiesta economica).
Tutto quanto sopra spiegherebbe perché i documenti come il cronoprogramma, con le fasi di lavoro con durate e provvedimenti alla circolazione, che dovrebbero essere già redatti se il progetto fosse davvero completo, non siano stati forniti né al consigliere comunale Romizi che li ha richiesti anche formalmente, né a Roberto Barone come privato cittadino, né al comitato nell’incontro svoltosi il 9 giugno, che doveva essere volto alla trasparenza verso i cittadini e alla partecipazione e che invece è servito solo a fare un bel post da parte del vicesindaco.
Ci preoccupano inoltre le modifiche contrattuali approvate con la delibera di Giunta del 30 dicembre 2024, una variante in corso d’opera di 875.862 euro e l’altra di 703.197 euro. Per cui ci domandiamo: se esse erano proprio necessarie, salvo ammettere, per la variante, che il progetto presentato quindi dall’impresa a suo tempo era lacunoso o gravato da errori, ma per questo non avrebbe dovuto essere approvato. Perché esse sono state approvate prima dell’avvenuta verifica e validazione la quale avrebbe costituito una base certa di valutazione e individuazione esatta della eventuale spesa, se necessaria, oppure una sua riduzione. Su quali riferimenti è stato eseguito il conteggio, tenendo conto che trattasi di contratto a corpo e non a misura. Perché, per approvare le modifiche in variante è stato dichiarato che esse sono ‘dovute a circostanze impreviste e imprevedibili’ mentre da ciò che si rileva dal documento non è così. D’altra parte, dopo tanti anni, parlare ancora di imprevisti è davvero sconcertante.
