Bufalini” di Città di Castello ha approvato, alla presenza del direttore, Marco Menichetti, della sindaca revisora, Ornella Splendorini, il bilancio relativo all’anno 2024 che ha evidenziato il buon stato di salute della scuola che ha conseguito per il terzo anno consecutivo un utile d’esercizio, oltre che all’espandersi di numerose attività all’interno e all’esterno della scuola stessa.
”Nello specifico – è stato evidenziato dal Presidente, Giovanni Granci e dal Cda dell’Asp questa mattina nel corso di una conferenza stampa alla presenza dei sindaci di Città di Castello e Sangiustino, Luca Secondi e Stefano Veschi e dei rappresentanti dei sindacati, Roberto Panico, coordinatore regionale Inca-Cgil e Sandro Belletti, coordinatore territoriale Uil – come siano stati portati a termine percorsi di istruzione e formazione professionale con sperimentazione del sistema duale previsto dalle leggi regionali 30/2013 e 20/2017: ben diciassette corsi che hanno interessato l’area meccanica, ristorativa, dell’acconciatura e del benessere per un totale di centocinquanta allievi. L’offerta formativa regionale in apprendistato professionalizzante ex articolo 44 decreto legislativo 15 giugno 2015, numero 81, finanziata prioritariamente con le risorse finanziarie assegnate alla Regione Umbria dal Ministero del Lavoro e delle Politiche Sociali, nel 2024 è stata espletata realizzando progetti in partenariato con il Consorzio Iter per un totale di undici corsi con un totale di circa cento allievi negli ambiti della sicurezza, competenze digitali, sociali e civiche. La Scuola ha inoltre avviato numerosissime attività in collaborazione con i comuni di Città di Castello e di Sangiustino in diversi ambiti e ha svolto l’attività di Digipass nei comuni di Città di Castello, Umbertide, Sangiustino, Citerna e Montone raggiungendo l’obiettivo dei presidi “Digitale Facile” per l’accrescimento di competenze digitali tendenti a favorire l’uso autonomo e consapevole delle nuove tecnologie, semplificando così il rapporto fra cittadini e pubblica amministrazione”. Sono state inoltre portate a termine le attività di progettazione e gestione del Servizio Civile Nazionale ed accreditamento del Servizio Civile Universale che hanno interessato circa centoventi volontari impegnati non solo nel territorio dell’Alto Tevere umbro ma anche in quello toscano e altre regioni confinanti”. “Il Consiglio di Amministrazione – ha concluso il Presidente Granci – sottolinea inoltre l’importanza di continue relazioni con l’amministrazione regionale per quanto riguarda i futuri corsi che a partire dal prossimo anno non saranno più finanziati con le risorse del PNRR e che per tanto vedrà la nostra scuola al centro di nuove sfide formative ed occupazionali che solo con un continuo dialogo con la giunta regionale potrà portare a dei risultati in linea con quelli passati attraverso anche una sempre più stretta collaborazione tra mondo della formazione e quello istituzionale.” I sindaci di Città di Castello e Sangiustino, Luca Secondi e Stefano Veschi, hanno ringraziato il presidente, il cda, la struttura gestionale e didattica della “Bufalini” “per aver raggiunto importanti obiettivi che costituiscono la base di partenza per proseguire sul versante della innovazione e formazione su vari livelli, direttrici su cui la scuola potrà ancora accrescere il proprio ambito di intervento ed essere sempre al centro della evoluzione dei processi di formazione professionale e politiche del lavoro”. Apprezzamento e disco “verde” infine anche dai rappresentanti dei sindacati, Roberto Panico, coordinatore regionale Inca-Cgil e Sandro Belletti, coordinatore territoriale Uil, che hanno evidenziato il ruolo storico che svolge la scuola di Arti e Mestieri nel contesto regionale grazie anche ad una metodologia di lavoro condivisa con le associazioni di categoria, sindacali ed istituzionali.
LA STORIA
Il 21 novembre del 1909 una pubblica manifestazione nel Palazzo Municipale sancì la nascita della Scuola Operaia di Città di Castello, a lungo promossa dai migliori intellettuali locali. A quel tempo la maggior parte dei cittadini viveva nelle campagne dove l’attività prevalente era senz’altro l’agricoltura. La crescente necessità di lavoro e di nuove occupazioni spinse molti a cercare lavoro all’estero anche se un certo dinamismo stava nascendo nell’industria meccanica. Piccole botteghe di falegnami, fabbri, decoratori e scalpellini sopravvivevano faticosamente in angusti e poco salubri ambienti insegnando ai garzoni una professionalità ricca di saperi tradizionali, ma ormai insufficiente in un mondo che richiedeva sempre più prodotti nuovi, conoscenze tecnologiche, raffinatezza e precisione di esecuzione. Fu in questo difficile contesto che Giulio Pierangeli, al tempo figura emergente della democrazia tifernate, venne messo a capo della Società Patriottica degli Operai. Ad alimentare concrete speranze nello sviluppo della scuola furono le vicende del marchese tifernate Giovanni Ottavio Bufalini che, deceduto nel 1896, aveva disposto che una parte ingente del suo patrimonio venisse devoluto a favore di “una istituzione di beneficenza” a favore di esercenti arti e mestieri nei comuni di Città di Castello e San Giustino. Fu così che nel 1920 la scuola diventò “Officina”. La Scuola ha attraversato e superato periodi difficili della storia italiana come la Grande guerra, la crisi degli anni 30 e la seconda guerra mondiale anche grazie all’aiuto della cittadinanza e di personalità della società tifernate ed altotiberina. Dal punto di vista della formazione professionale la “Bufalini” divenne il punto di riferimento soprattutto di quei giovani che non potevano, o volevano, proseguire gli studi dopo la scuola elementare e abbisognavano delle competenze per inserirsi presto e bene nel mondo del lavoro. La scuola ebbe il merito di rifornire con continuità un mercato del lavoro in espansione degli operai specializzati richiesti: tornitori, aggiustatori, forgiatori, saldatori, mobilieri, intagliatori, carpentieri e cementisti. La scuola, già in quegli anni, aveva un ruolo fondamentale per la comunità altotiberina dal punto di vista della formazione professionale ma non solo. L’istituto ha avuto l’onore di essere stato protagonista di un rapporto diretto, seppur di breve periodo, col celebre artista tifernate Alberto Burri. La storia narra, infatti, che il maestro realizzò una sua opera nel 1948 nei locali della scuola dato che ne aveva richiesto l’utilizzo per la realizzazione di alcune sue opere. Burri, all’epoca non ancora considerato un artista di livello mondiale, si dilettò a disegnare, sul retro di un registro utilizzato dall’istituto, questa piccola opera che poi decise di regalare alla Scuola come segno di riconoscenza e ringraziamento per l’utilizzo dei locali. Da allora l’opera è rimasta a scuola per diversi anni prima di essere consegnata alla Fondazione Palazzo Albizzini che ancora oggi la custodisce nella “Collezione Burri”.
