A renderla ancora più particolare, il fatto che questa exclave è la località toscana più vicina all’Adriatico: appena cinquanta chilometri in linea d’aria da Rimini. Eppure, per la burocrazia e l’anagrafe, qui è tutto toscano: case, strade, scuola, chiesa, cartelli stradali.

Siamo nel 1607 A creare questa singolare situazione geografica fu il Granduca di Toscana Ferdinando I de’ Medici, che il 5 giugno 1607 acquistò queste terre dai Gonzaga di Novellara. Un atto di espansionismo non casuale: Firenze sognava da secoli di affacciarsi sull’Adriatico, e Ca’ Raffaello rappresentava una pedina importante per arrivarci, insieme ad altri territori della cosiddetta “Romagna toscana”. L’operazione, documentata nei testi dell’epoca come il Dizionario geografico fisico storico della Toscana edito nel 1843, portò nella sfera fiorentina anche il marchesato di Santa Sofia in Marecchia, poi annesso ufficialmente a Badia Tedalda nel 1794 dal Granduca Ferdinando III.

Poi arriva il referendum siamo nel 2009 Ca’ Raffaello era un’enclave della Toscana in mezzo alle Marche. Poi, a seguito di un referendum, sette comuni della Valmarecchia sono passati dall’amministrazione marchigiana all’Emilia-Romagna, e il territorio è scivolato nella provincia di Rimini. L’enclave è diventata exclave, ma il paradosso è rimasto: un pezzo di Toscana incastrato in un’altra regione.
