L’Avvocato Sonia Rosini, cofondatrice e Vice Presidente del Comitato “Emergenza Lupo – Arezzo”, annuncia la propria candidatura alle prossime Elezioni Regionali nella lista “Noi Moderati”, guidata dal Consigliere Regionale Marco Casucci.
È una scelta coraggiosa e responsabile, maturata ascoltando le istanze, troppe volte ignorate, del mondo rurale, degli allevatori, dei cacciatori, dei cittadini che vivono al di fuoridelle ZTL e di quanti vivono quotidianamente il territorio. L’obiettivo è tradurre in azioni concrete le richieste di sicurezza, equilibrio e tutela delle attività produttive, nel pieno rispetto dell’ambiente e della legalità. Per Sonia Rosini questa candidatura rappresenta anche la naturale continuazione del suo percorso professionale, da sempre orientato da una spiccata sensibilità per le tematiche sociali, ambientali e per le categorie più deboli. La candidatura di Sonia Rosini nasce con questo mandato: ristabilire un equilibrio tra la necessaria conservazione della fauna selvatica e il diritto di comunità, imprese e singoli cittadini a vivere e lavorare in sicurezza.
Le priorità del programma in relazione alla gestione del lupo
1) Riforma della governance regionale
• Soppressione della “Task Force Lupo” della Regione Toscana e delle relative collaborazioni esterne. L’attuale impianto ha generato costi senza ricadute utili per
la collettività; occorre razionalizzare e rendere conto.
2) Gestione e contenimento di Canis lupus
• Alla luce dell’evoluzione del quadro normativo europeo, attivare piani di contenimento selettivo con procedure snelle e trasparenti. Le opportunità esistono: serve coraggio politico e un’applicazione coerente degli strumenti consentiti in sede europea e nazionale.
• Zonizzazione del territorio: definire aree di tutela rigorosa e aree di gestione proattiva. Nelle prime il lupo va mantenuto, tutelato e monitorato; nelle seconde,dove si registrano predazioni o in aree fortemente antropizzate, occorre prevederne la rimozione con protocolli chiari e tempestivi.
3) Risarcimenti equi, rapidi e semplici
• Aumento delle soglie dei risarcimenti per le predazioni, con estensione anche ai capi non marcati al momento dell’evento predatorio, superando quelle rigidità burocratiche che penalizzano gli allevatori.
• Semplificazione dello smaltimento delle carcasse: laddove possibile e nel rispettodelle norme sanitarie,consentire l’interramento nei cosiddetti “cimiteri aziendali” perevitare di gravare gli allevatori di ulteriori oneri.
• Il rafforzamento dei risarcimenti sarà compensato dalla riduzione delle predazioniderivante da una gestione vera ed efficace del lupo, secondo modelli già applicati con successo in altri paesi europei.
4) Stop ai progetti che favoriscono l’espansione non governata
• Chiusura di tutte le collaborazioni con i progetti LIFE finalizzati alla diffusione dellupo ed al suo consolidamento nelle aree antropizzate. Blocco di qualsiasi iniziativa per la creazione di corridoi faunistici destinati all’insediamento dell’orso nell’Appennino toscano (progetti già esecutivi in Umbria).
5) Tutela anche per i privati cittadini
• Indennizzi per le predazioni ai danni di privati non titolari di Partita IVA, estesi agli animali da compagnia e d’affezione.
• Rimozione immediata dei lupi responsabili di attacchi alle colonie feline, con protocolli d’intervento rapidi, coordinati con i Comuni ed i gestori delle colonie.
6) Sicurezza stradale e responsabilità pubblica
• Automatismo dei risarcimenti per le vittime di incidenti stradali causati da fauna selvatica (lupi, ungulati e sciacallo dorato), qualora non sia presente una specifica copertura assicurativa.
7) Formazione e capacità operative sul territorio
• Istituzione di corsi dedicati alla formazione di personale volontario per la rimozione dei lupi problematici, sul modello svizzero, con abilitazioni, supervisione pubblica, mrequisiti scientifici rigorosi e monitoraggio indipendente.
Metodo di lavoro: ascolto, trasparenza, risultati
• Ascolto permanente dei territori e tavoli di confronto con allevatori, associazioni venatorie e ambientaliste, amministratori locali e tecnici.
• Trasparenza amministrativa: pubblicazione periodica dei dati su predazioni, impatto economico e sociale del lupo, risarcimenti, interventi effettuati e risultati ottenuti.
