La valorizzazione del capitale umano come leva strategica per l’efficienza della Regione Toscana. Motivazione, formazione e meritocrazia sono, da sempre, i capisaldi dell’impegno di Giovanna Carlettini come assessore al personale del Comune di Arezzo che hanno permesso di dar vita a un modello virtuoso che, con la sua candidatura alle elezioni regionale nella lista di Fratelli d’Italia a sostegno di Alessandro Tomasi, promette ora di riproporre anche a livello regionale.
La necessità è, infatti, di garantire una pubblica amministrazione più moderna, performante e realmente vicina ai bisogni di cittadini, associazioni e territori. «Come assessore al personale – spiega Carlettini, – ho svolto questo ruolo all’insegna della valorizzazione del capitale umano come leva strategica per aumentare l’efficienza della macchina comunale e la qualità dei servizi. Fin dal mio insediamento, ho lavorato per creare un ambiente di lavoro che favorisse motivazione, crescita e giusto riconoscimento del merito con la consapevolezza, essendo stata io stessa dipendente del Comune di Arezzo, che il senso di appartenenza sia il primo motore di un’amministrazione che funziona».
Il punto cardine dell’assessorato di Carlettini è stata la valorizzazione economica del personale pubblico con la contrattazione decentrata che ha permesso di reperire e stanziare risorse significative per l’incremento del salario accessorio, prevedendo anche l’introduzione di premi legati alla performance individuale e organizzativa. Le progressioni economiche di carriera, inoltre, hanno permesso a numerosi dipendenti di vedere riconosciuto il proprio percorso professionale. Una parallela attenzione è stata rivolta alla crescita professionale: l’avvio di procedure di progressione verticale hanno offerto opportunità di carriera interna, consentendo ai dipendenti di accedere a ruoli di maggiore responsabilità come forma di gratificazione ma anche di ottimizzazione di professionalità ed esperienze. La formazione, in quest’ottica, è stata tra le assi prioritarie per perseguire l’aggiornamento delle competenze e per affrontare le nuove sfide della Pubblica Amministrazione, infine un forte investimento è stato orientato al rafforzamento dell’organico con un piano di assunzioni per immettere nuove energie, procedere verso il necessario ricambio generazionale e garantire la copertura di ruoli strategici. «Sono stati anni di lavoro intenso – aggiunge Carlettini. – Sono convinta che investire sul personale, sia a livello comunale che regionale, sia la chiave per affrontare con successo le sfide future e per garantire servizi pubblici di sempre maggiore qualità. In quest’ottica, ringrazio tutto il personale per la dedizione e la professionalità dimostrate e le organizzazioni sindacali per il dialogo costruttivo con la finalità di perseguire il bene dell’ente e dei suoi lavoratori. Ora porrò il percorso degli ultimi cinque anni al servizio del futuro della Toscana, con la consapevolezza che una regione più forte e competitiva passi necessariamente dalla valorizzazione delle persone».
