“In attesa che il Presidente Giani componga la Giunta, mi sono permessa di anticipare alla Asl un altro tema che sottoporrò all’attenzione del nuovo assessore alle politiche sociali. Accanto alla necessità di revisionare la legge sulla non autosufficienza costruendo risposte diverse per gli anziani e superando il “collasso” del sistema della RSA, c’è una emergenza che non può essere rinviata e questa emergenza sta nella necessità di un nuovo patto tra Regione e Comuni in tema di disabilità che si basi primariamente sul progetto di vita. Ci sono centri che rispondono a bisogni non “solo” sociali, ma evidentemente sociosanitari, che devono essere messi nella condizione di perfezionare la loro risposta costruendo i presupposti del singolo progetto di vita che attiva una pluralità di azioni e percorsi. Si parla tanto e giustamente di integrazione ma l’integrazione funziona se si integrano progetti, risposte e risorse e se l’obiettivo primario diviene, per tutti, il progetto di vita, non la sola – quanto anche importante – socializzazione. Ho chiesto già un approfondimento tecnico alla Asl in attesa del necessario passaggio politico che spero sia veloce e non inutilmente accidentato. Su anziani e disabili i Comuni sono molto soli, adesso è tempo che si riscrivano insieme le “regole” dove al centro ci siano persone e famiglie e dove le risorse da investire non siano solo comunali”.
