Con una interrogazione i consiglieri di FDI Elda Rossi e Riccardo Leveque chiedono conto al sindaco Luca Secondi dello “stato dell’edilizia residenziale pubblica ATER nel comune di Città di Castello”, segnalando “l’urgenza di garantire un accesso rapido e dignitoso alla casa per giovani coppie, anziani, persone con disabilità e famiglie in difficoltà”. Per i rappresentanti della minoranza, che richiamano l’attenzione sul “quadro preoccupante della situazione dell’edilizia popolare in Umbria delineato nei mesi scorsi da ATER”, il recente ritrovamento da parte della Polizia locale di sostanze stupefacenti all’interno di un edificio abbandonato di proprietà della stessa ATER situato nel centro cittadino “evidenzia, in modo preoccupante, le condizioni di abbandono e incuria in cui versano diversi immobili pubblici, nonché i rischi connessi in termini di sicurezza urbana, ordine pubblico e tutela del decoro del centro storico”. “Appare urgente che l’amministrazione comunale, in sinergia con ATER Umbria e con le forze dell’ordine, attivi misure immediate di vigilanza, bonifica e recupero degli immobili dismessi, prevenendo il loro utilizzo per attività illecite e fenomeni di degrado”, sottolineano Rossi e Leveque, nel chiedere “se a seguito dell’episodio segnalato siano stati predisposti interventi di messa in sicurezza, monitoraggio, recupero dell’immobile e quali iniziative siano state intraprese per evitare il ripetersi di simili situazioni”. L’opportunità di approfondire la situazione degli alloggi dell’azienda nel territorio viene portata all’attenzione di sindaco e giunta con la richiesta in prima battuta di sapere “quante sono le abitazioni di edilizia residenziale pubblica ATER attualmente presenti a Città di Castello”. “Quante di esse – continuano Rossi e Leveque – risultano non affittate e per quali specifiche motivazioni; quante sono le unità immobiliari per le quali vengono sostenute spese condominiali e imposte (IMU) pur in assenza di locazione; quante abitazioni necessitano di interventi di ristrutturazione e quale è la stima media del costo per ciascun intervento?”. Per i consiglieri di FDI è importante comprendere, inoltre, “quante domande risultino attualmente presentate per l’accesso all’edilizia residenziale pubblica e come siano strutturate le relative graduatorie”, ma anche “se sia stata effettuata una verifica aggiornata sulla congruità degli alloggi rispetto all’evoluzione dei nuclei familiari assegnatari”. Guardando alla situazione sociale della comunità tifernate, Rossi e Leveque chiedono, inoltre, “quante abitazioni siano destinate a situazioni emergenziali, come case rifugio per donne vittime di violenza, quale sia la loro disponibilità effettiva, quali siano i criteri attualmente vigenti per l’assegnazione degli alloggi e la formazione delle graduatorie e se siano stati aggiornati in rapporto al mutato contesto socio-economico”. In questo quadro, per gli esponenti della minoranza è necessario sapere “quali azioni concrete l’amministrazione comunale intenda porre in essere per affrontare con urgenza la crisi abitativa e favorire l’accesso alla casa per giovani coppie, famiglie fragili, anziani soli e soggetti economicamente svantaggiati”, ma anche “quali siano le condizioni di accessibilità e il livello di abbattimento delle barriere architettoniche negli edifici di edilizia residenziale pubblica presenti nel comune di Città di Castello e se siano previsti interventi per garantire il pieno diritto alla mobilità e all’abitare delle persone con disabilità o con ridotta capacità motoria”. “Nel patrimonio immobiliare del Comune sono presenti appartamenti di edilizia residenziale pubblica, esclusi quelli di proprietà ATER, e quanti sono?”, domandano Rossi e Leveque, giudicando importante sapere “se siano stati realizzati progetti o criteri di assegnazione che tengano conto delle diverse categorie di beneficiari e delle situazioni di fragilità in questione”. “L’accesso alla casa, infatti, è una delle principali emergenze sociali anche nel territorio comunale”, osservano i rappresentanti di FDI, evidenziando che “giovani coppie, famiglie monoreddito e anziani soli incontrano crescenti difficoltà nel reperire un’abitazione dignitosa e a canone sostenibile”.
