Non è una Costituzione ottriata e non è una Costituzione imposta al Sovrano -Quando il 15 Gennaio del 1296 il Parlamento del Regno di Sicilia si riunì all’interno della Cattedrale di Catania per eleggere a Re di Sicilia Federico III d’Aragona, lo Storico Antonino De Stefano disse che quel giorno era nata in Sicilia la prima Monarchia Costituzionale d’Europa, indubbiamente una delle più grandi conquiste politiche e di civiltà del Popolo Siciliano
