Sono convinto di essere stato sufficientemente chiaro nell’illustrazione che ho fatto dei bilanci e delle variazioni successive in Consiglio Comunale, avvalendomi di prospetti e slides predisposti per rendere più leggibili e chiari i risultati contabili proposti all’attenzione dei Consiglieri.
Potrebbe essere invece stata la scarsa attenzione da parte dei Consiglieri di opposizione, a non aver fatto percepire un passaggio importante, e cioè che l’avanzo di amministrazione del 2021 di circa 13 milioni è stato utilizzato nel corso del 2022 per circa 11,8 milioni, rimanendo pertanto disponibile l’importo residuo di 1,2 milioni di euro che, come precisato in sede di ultima variazione del bilancio nel novembre 2022, si è ritenuto di non applicare e conseguentemente di far confluire nell’avanzo del 2022, al fine di garantire un polmone finanziario all’Ente per fronteggiare in particolare il caro energia. L’avanzo del 2022 verrà definito con il bilancio consuntivo entro l’aprile 2023. In tale sede sarà quantificato e potrà essere applicato secondo le necessità che avrà l’Ente. Ricordo infine che dell’avanzo 2021 sono stati applicati 10,4 milioni di euro per investimenti, e 1,4 milioni di euro per la spesa corrente dell’Ente.
Pertanto invito i Consiglieri di opposizione a stare più attenti in Consiglio e, se del caso, a chiedere chiarimenti a me o all’Ufficio finanziario del Comune”.
