Si ridesti in noi solidarietà, accoglienza, fraternità” In occasione della Giornata Internazionale per lo sradicamento della povertà indetta dall’Assemblea Generale delle Nazioni Unite, che ricorre ogni anno il 17 ottobre, la Caritas diocesana presenta l’annuale Rapporto diocesano sulle povertà

“Inermi”, questo il titolo del report, ispirato alla sensazione manifestata dalle tante persone che si sono rivolte ai servizi promossi dalla Caritas diocesana e alle 42 Caritas parrocchiali sparse nel territorio. La diciassettesima edizione del Rapporto (scaricabile dai siti www.caritasarezzo.it e www.diocesi.arezzo.it) è il frutto del lavoro silenzioso e poco conosciuto di tanti operatori e volontari che ha permesso di incontrare, nel corso del 2022, 2.065 persone/famiglie. Un numero che scaturisce da schede registrate, redatte a seguito di colloqui e ascolti personalizzati e che permette di fotografare la situazione a partire da dati “certi”, anche se non va dimenticato che molte persone, magari aiutate e sostenute concretamente, in virtù dello stile Caritas, per diversi motivi, non vengono conteggiate nell’analisi. I dati fotografati nel Rapporto evidenziano come nel 2022 si è forse allargata una forma di povertà strutturale, frutto dei cambiamenti sociali in corso ormai da anni e molte famiglie e persone, che già vivevano poco al di sopra della linea della povertà, salvo repentini cambiamenti, saranno sempre più costrette a uscire dal sommerso per richiedere forme di aiuto e sostegno. Ad aggravare questo lento, ma costante processo, sono intervenuti i negativi effetti dell’inflazione e una crescente precarietà lavorativa. Fenomeni che hanno fatto registrare anche un crescente malumore sociale, con il rischio che sfoci in tensioni sociali. “Un caloroso ringraziamento va ai tanti operatori e volontari che sono rimasti sempre operativi e che hanno lavorato per il bene comune, senza avere i riflettori addosso e che hanno permesso la realizzazione di questo dossier – dice il direttore della Caritas diocesana don Giuliano Francioli -. I dati registrati da Caritas nel 2022 risultano essere leggermente in calo rispetto al 2021. Siamo tuttavia convinti che la qualità della vita per molti nostri concittadini sia davvero peggiorata. Forse, la presa di coscienza che siamo tutti inermi rispetto a certe dinamiche complesse del nostro tempo, potrebbe diventare la base sulla quale progettare e costruire una nuova società, che non esclude nessuno e che difende i più fragili”. Di seguito riportiamo una sintesi dei dati raccolti nel corso dell’anno. Le prime cinque nazionalità rilevate sono: Italia 35,2%, Marocco 12,4%, Romania 8,6%, Albania 6,6% e Nigeria 4,9%, a conferma di una costante presenza di persone italiane. La distinzione per fasce d’età evidenzia ancora una volta come persone relativamente giovani, solitamente meno vulnerabili, si rivolgano a Caritas: il 59% ha fino a 49 anni; la maggior parte sono donne (55,8%); celibe/nubile (30,8%) o divorziato/separato (16,9%); che vive in affitto (58,2%), edilizia popolare (8%), senza alloggio (5,1%), casa di accoglienza/dormitorio (4,1%). Il 34,5% delle persone accolte ha dichiarato di avere figli minori a carico, per un totale di 1.292 minori sostenuti indirettamente. Il 63,4% degli utenti ha dichiarato di essere disoccupato/inoccupato.

Le problematiche registrate nel corso del 2022 sono state 3.559, con una media di 1,7 problematiche per ogni registrazione. Esse sono così suddivise: povertà/problemi economici con il 54,5%; problemi di occupazione/lavoro con il 15,3%; problematiche abitative con il 6,3%; problemi familiari 5,2%; bisogni in migrazione 4,3%; problemi di istruzione 2,9%; dipendenze 1,8%; detenzione e giustizia 1,1%; handicap/disabilità 0,5%.Tra i tanti servizi e attività svolte si segnala quella dell’ambulatorio medico che ha effettuato 260 visite per 91 persone di cui il 13,2% italiani. In merito al sostegno alimentare sono state registrate 167 persone nel corso del 2022 erogando 23.253 pasti (63,7 pasti al giorno in media) e 286 buoni spesa spendibili nei comuni supermercati. Nel corso del 2022 sono stati ritirate (evitando che finissero in discarica) e distribuite 16 tonnellate di prodotti caldi o freschi di qualità dalla Gdo a cui si aggiungono 9 tonnellate di alimenti a lunga conservazione dalle collette alimentari e circa 14,6 tonnellate di alimenti caricati in magazzino da altre fonti. Sono state accolte nella Casa San Vincenzo (prima accoglienza) 42 persone e in Casa Santa Luisa 12 adulti e 8 minori. Il dormitorio San Domenico ha offerto ospitalità a 63 persone. Infine si segnala l’accoglienza ai profughi che nel 2022 ha raggiunto le 63 persone accolte di cui 44 nuovi inserimenti.“Il Rapporto richiama un’immagine biblica dove risuona la domanda ‘Sentinella, quanto resta della notte?’ (Is. 21,11) – dice il vescovo Andrea Migliavacca -. Penso che la Caritas diocesana rivesta nel nostro territorio questo compito, quello di essere sentinella. Essa compie il proprio ruolo anzitutto vegliando per vedere la notte, per cogliere gli spazi bui, le povertà, le esigenze, le criticità del territorio, i bisogni, ma insieme è sentinella che sa anche intravedere l’alba che rischiara la notte perché attivamente la Caritas promuove percorsi di positività, di solidarietà e di responsabilità verso le povertà e le varie ferite della società. ‘Sentinella, quanto resta della notte?’ è domanda che interpella allora gli attori vitali della nostra società: la famiglia anzitutto, da scoprire come risorsa positiva e non come anello debole della società; i giovani capaci di vedere per primi le luci dell’alba che rischiara la notte e che dobbiamo sensibilizzare riguardo alle ferite della società o dai quali forse dobbiamo lasciarci scomodare; gli inermi, quelli che apparentemente sono in silenzio, magari invisibili, eppure capaci di gridare a tutti l’urgenza e la straordinarietà dell’amore; le nostre parrocchie perché aprano le porte dell’amicizia e di una fede che sa incontrare l’umano e testimoniare l’amore. ‘Sentinella quanto resta della notte?’: la domanda ridesti tutti noi a cammini di solidarietà, di accoglienza, di fraternità”.
