E il ministro, che non sa che dire: “è colpa dell’Europa”, e fugge. Nel contempo la premier Meloni dà qualche miliardo in più per tenerli buoni
E’ questa l’immagine della protesta dei trattori. Che è quello che sta accadendo ovunque in Ue, coi governi nazionali, che hanno tutti approvato le politiche in corso in sede europea, e che scaricano la responsabilità sull’Unione. Ma davvero la politica agricola è diventata la cenerentola dell’Europa? I numeri dicono il contrario: in agricoltura è occupato il 2% della popolazione con un Pil di circa il 3%, ma al settore l’Unione ha stanziato nell’ultimo bilancio il 30% delle risorse, 400 miliardi su 1.200. A questo c’è, però, da aggiungere che le politiche per la transizione ecologica, con guerre, discutibili per le tempistiche, come quella ai fitofarmaci e ai fertilizzanti, ha aperto i mercati alla concorrenza di Paesi che non si pongono questi problemi. E l’Ue sembra che lo abbia capito conferendo l’incarico a Mario Draghi per rendere più compatibile lo sviluppo della green economy con la tenuta del sistema produttivo e dell’occupazione. A cui si aggiunge la decisione del vertice di Doha di essere più realisti nell’uso delle energie alternative al fossile.
Fin qui l’Europa, che sembra stia già facendo.
Le proteste, però, alimentate anche da sovranismi nazionali come quello italiano, sono parte di un mondo in estinzione: si chiede protezionismo, dazi, prezzi garantiti, no alla globalizzazione, lotta alle multinazionali, no alla scienza come supporto all’alimentazione… tutte cose che farebbero solo peggiorare la situazione.
Si pensi all’Italia, tutt’altro che autosufficiente dal punto di vista alimentare… che fa, comincia a coltivare grano nelle aiole delle città? Tutta la politica italiana che si basa sul made in Italy, il km zero…. ma queste sono nicchie. C’è invece bisogno di investimenti nelle nuove tecnologie, in un Pianeta che tra poco avrà 10 miliardi di individui (e che sarebbe meglio non incrementare con le politiche nazionali di incremento demografico). Nuove tecnologie che consentano anche all’Italia di meglio esportare e consentire ricchezze in Paesi con cui oggi abbiamo solo rapporti di immigrazione (e rispetto ai quali i piani Mattei sono quel che sono: spiccioli per propaganda politica), senza arrotolarsi sul no alla carne coltivata.
Tutto questo può essere affrontato solo da un gigante economico come l’Ue che già destina un’ampia parte dei suoi bilanci, il 30%, all’agricoltura, e col contributo anche dell’Italia, ma non certo bloccando il processo comunitario per dare ragioni ai trattori (non a caso oggi anche cavalcati da associazioni come Coldiretti che lavorano solo per un orto che vive distruggendo quello del vicino).
Ma il radicchio dell’agricoltore veneto venduto a 30 centesimi e acquistato a 3 euro dal consumatore? L’Unione europea, direttamente, c’entra molto poco. A meno che non la si voglia considerare avulsa da questioni del Pianeta che segnano l’oggi e il futuro, e usarla solo come salvadanaio.
Premesso che lo sviluppo della tecnologia (inclusa quella per la carne coltivata..) aiuta a ridurre i costi, soprattutto della manodopera, non aiuta certo, come accaduto in Italia, l’aumento delle tasse che c’è stato per il settore, così come non aiuta l’aumento dei prezzi dei carburanti e il generale incremento del costo della vita dovuto anche a politiche assenti per la casa e per i trasporti. La mancanza di liberalizzazioni si fa sentire, oggi dai trattori e domani da qualunque altra categoria, Certo, non può essere un sistema che qualcuno reputa perfetto, magari coi prezzi di scambio e vendite imposti dallo Stato… ma il problema è che se ci fossero questi ultimi, la situazione peggiorerebbe.
Gli interlocutori delle rivendicazioni dei trattori non sono in Europa, ma nei singoli Stati nazionali. Quando sentiamo qualcuno che dice che è colpa dell’Europa, domandiamogli perché?
