interrogazione del consigliere comunale, Andrea Lignani Marchesani (Castello civica) Salario accessorio della Polizia municipale e sentenza Corte dei Conti:  interrogazione del consigliere comunale, Andrea Lignani Marchesani (Castello civica). “Premesso che la Corte dei Conti con rito abbreviato e quindi non appellabile ha ritenuto non dovute e concesse con “prassi illecita” oltre 45000 euro di erogazioni come salario accessorio ai componenti della Polizia municipale.

Che detti fatti risalgono al 2017 e al 2018 e si sostanziano in liquidazioni quantificate in compensi fissi a seconda della maggiorazione dovuta (lavoro festivo o super festivo, turni notturni o festivi infra settimanali) che andavano oltre quanto stabilito dal contratto nazionale; che l’ammissione al rito abbreviato da parte della Corte dei Conti  se da un lato ha riconosciuto la buona fede dell’allora Comandante facente funzione dall’altro concedendo lo sconto stabilito dalla Legge rispetto al danno reale ha determinato una perdita secca per il Comune di circa 30.0000 euro; che oltretutto la sentenza nell’avallare la buona fede de l Comandante ha comunque sostanzialmente certificato l’esistenza di una prassi definita illecita; che una sentenza simile lede l’immagine e immeritatamente la reputazione di tutti  coloro che operano nella Pubblica Amministrazione”. Per queste motivazioni il consigliere comunale, Andrea Lignani Marchesani (Castello Civica), interroga la giunta, “sulle azioni e sulle indagini che l’Amministrazione intende mettere in atto riguardo condotte similari sia antecedenti nel tempo sia eventualmente presenti anche in altri settori; su quando l’Amministrazione comunale sia stata edotta riguardo questo procedimento e se siano state poste in essere azioni a tutela dell’Amministrazione comunale;  se detta prassi illecita fosse in essere anche nelle annualità precedenti e, pur nella prescrizione di dette azioni, sulla quantificazione del danno conseguente e  su quali verifiche permanenti e  quali controlli siano ad oggi in essere perché simili situazioni lesive dell’immagine dell’Ente non abbiano a ripetersi”.
