GIUSTIZIA: IL 9 OTTOBRE A FIRENZE CONVEGNO SULLE AVVOCATURE NEGLI ENTI PUBBLICI CON UNAEP

ROMA – Incontro studio organizzato dal Comune di Firenze e patrocinato dall’Unione Nazionale Avvocati Enti Pubblici Obiettivo è individuare le questioni che continuano a presentare profili di incertezza applicativa in considerazione della specialità dell’avvocato pubblico

– Avvocati degli Enti Pubblici e Amministrazioni Locali a confronto per discutere del ruolo, delle specialità e delle prospettive dei legali dipendenti delle pubbliche amministrazioni. Ad organizzare il convegno dal titolo “LE AVVOCATURE DEGLI ENTI PUBBLICI. Status, specialità professionale e trattamento retributivo premiale” è il Comune di Firenze, in collaborazione con lavoropubblico.info e con il patrocinio dell’Unione Nazionale Avvocati Enti Pubblici (Unaep).  L’incontro, promosso ad oltre dieci anni di distanza dal D.L. n. 90 del 25 giugno 2014 che ha profondamente ridisegnato l’articolazione dei compensi professionali degli avvocati pubblici, si propone di individuare le questioni risolte e, di converso, quelle che continuano a presentare profili di incertezza applicativa, tenuto altresi conto della specialità dell’avvocato pubblico cosi come delineata dall’art. 23 della legge professionale forense n.247 del 31 dicembre 2012.

Ad aprire il dibattito, che si terrà giovedì 9 ottobre dalle ore 9.30 presso la sala conferenze del complesso di Santa Maria Novella, saranno i saluti dell’assessore del Comune di Firenze, Avv. Benedetta Albanese con deleghe a Educazione, Formazione professionale, Cultura della memoria e della legalità, Pari opportunità. Seguirà l’introduzione dell’avvocato Antonella Trentini, presidente nazionale UNAEP.  Dopo le introduzioni sarà la volta delle relazioni: il Prof. Avv. Sandro Mainardi, Ordinario di diritto del Lavoro presso l’AlmaMater Studiorum – Università di Bologna, parlerà di “Ambiti di autonomia, di organizzazione e di inquadramento delle avvocature pubbliche e dei loro avvocati”. “Il tratamento economico accessorio premiale, i tetti retributivi del’art. 9 D.L. n. 90 del 2014 e l’annosa questione del’IRAP”, è l’argomento che sarà trattato dall’avvocato Mauro Montini del Foro di Firenze; infine, l’avvocato Marco Sgroi del Foro di Piacenza parlerà di “Responsabilità contabile, disciplinare e professionale degli avvocati pubblici”.

LOCANDINA CONVEGNO UNAEP:

Unaep è un’associazione nata nel 1971 e, nel 50° anniversario dalla sua costituzione, è presente in tutta Italia con propri iscritti, è articolata in sedi regionali e conta oltre 900 iscritti su un bacino totale di avvocati iscritti all’elenco speciale di circa 4.000 unità. 

E’ nell’ultimo decennio però che Unaep si è imposta nel panorama forense, giurisdizionale e politico come interlocutore affidabile, propositivo, concreto, collaborando sia all’erogazione della formazione con stipula di apposito protocollo d’intesa con il CNF e con la Scuola Superiore del CNF, che con gli organi parlamentari per l’elaborazione dei provvedimenti di legge che la riguardano: dall’art. 23 della riforma forense, che riporta i principi di indipendenza ed autonomia, la cui tutela costituisce oggetto e scopo dell’Associazione; all’attività nelle Commissioni parlamentari per la Legge di Stabilità, per il DL 90/2014.
